Traffic Control Plan (TCP).
The TCP is divided into phases and steps. Listed below is a description of each phase and step of construction to be accomplished. See the Plans for additional information.
Phase 1 Step 1A
All traffic will remain in existing locations with the exception of the westbound frontage road, which will be restricted to one lane between STA 1863+14 and 1875+22.
- The temporary pavement will be removed and the storm trunk line installed under the north edge of the westbound frontage road.
- The 12' strip of pavement will be installed between STA 1862+92 and STA 1867+00 and the lanes opened up before commencing Phase 1 Step 1.
Phase 1 Step 1
All traffic will remain in existing locations.
- Construct all detention ponds and outfalls.
- Install storm sewer crossings of the active mainlane and frontage roads @ STA 1832+10, 1833+10, and 1838+20. Construct 3 - 10x10 box culverts at Bingle from the north row to the westbound frontage road. Tie existing trunk lines to these culverts to insure continuation of flow. The 60" temporary culvert @ Silber must be installed this phase to drain the westbound frontage road east of Silber. (See sheet 11 of 12 this Phase).
- Construct proposed westbound frontage road from beginning of project to STA 1751+93 and from STA 1815+54 east to end of project. Build temporary pavement beside westbound ramp, west of Silber.
- Rebuild north-side intersections old Voss, Antoine, Afton and Silber Road.
- Stage construct cross-streets. (As shown on "TCP intersection layouts")
- Stage construct t-streets in stages. (As shown on "TCP intersection layouts")
- Construct temporary ramps 1 and 2 from existing frontage roads to newly constructed westbound frontage roads.
Phase 1 Step 2
Mainlane and eastbound frontage road traffic will remain in existing configuration. Westbound frontage road traffic will be on new frontage road pavement from beginning of project to just before Bingle, and from just west of Antoine to the end of the project.
- Construct mainlane pavement from beginning of project to STA 1747+84 and from STA 1816+00 to the end of project. The existing westbound mainlane exit STA 1861+00 will remain in service to provide access to Silber. Similarly, the westbound entrance ramp @ STA 1843+00 will remain in service to provide access to the westbound mainlanes.
- Begin piers, etc. For north side bridges, where possible. (Refer to bridge section drawings for phasing)
- Construct temporary ramp #3 on west end of project. (By others)
Phase 1 Step 3
Eastbound mainlane and frontage road traffic will remain in existing configuration. Westbound frontage road traffic will remain in the configuration described in Phase 1 Step 2. Westbound mainlane and HOV lane traffic will be diverted onto temporary ramp 3.
- On the south side, the storm outfall into Spring Branch ditch and the bore under the eastbound frontage rd and Chimney Rock must be completed this phase to drain the new eastbound frontage road.
- Complete construction of westbound frontage road from STA 1751+92 to 1815+54.
- Continue construction of north side bridges, where possible. (Refer to bridge section drawings for phasing)
- Construct eastbound frontage road from STA 1805+00 to STA 1846+63.
- Tie new eastbound frontage road pavement to existing eastbound frontage road with temporary pavement.
Phase 1 Step 4
Mainlane and eastbound frontage road traffic will remain in existing configuration. The westbound frontage road is open the entire length of the project. The temporary entrance ramp at STA 1815+00 is now closed.
- Complete the westbound mainlane construction from 1747+83 to 1816+00. Extend the three 10x10 box culverts west of Bingle to the edge of the construction zone.
- Complete all Phase 1 bridges.
Phase 2 Step 1
Newly constructed westbound frontage road and mainlanes traffic are moved to new pavement after installation of permanent signing for westbound frontage road and westbound mainlanes. HOV and all eastbound traffic remain in existing configuration.
- Construct new 24' wide section of mainlane pavement from STA 1807+30 to STA 1827+30.
- Construct new mainlane pavement from west end of project to STA 1747+83. Construct new pavement from STA 1843+20 to the east end of the project to allow room for the HOV lane in the next step.
- Build temporary HOV ramp @ STA 1770+00 for managed lanes in the next step.
Phase 2 Step 1S
Mainlanes remain in current configuration. HOV lane is moved to new pavement. The managed lane will travel with the new HOV lane until the temp HOV ramp, where it will ramp to the old alignment.
- Build 84' strip of proposed pavement from STA 1861+60 to east end of project.
Phase 2 Step 2
Westbound frontage road, mainlanes, and the HOV lane remain in the current configuration. The managed lane will be switched to the north lane of the I-10 Section 2 bridge to the Northwest Transit Center at the Post Oak intersection. It will merge with the HOV lane at STA 1853+00.
- Construct center of mainlane pavement from beginning of project to STA 1843+21 and from STA 1850+96 to end of project.
- Build temporary eastbound entrance and exit ramps 4, 5, 6, and 7 as shown.
Phase 3 Step 1
All mainlane traffic is moved to newly constructed mainlane pavement. Eastbound frontage road traffic is restricted to the two outer lanes. Eastbound temporary ramps 4, 5, 6, and 7 are in use.
- Construct south side mainlane pavement the length of project except where temporary ramps are in use.
- Construct eastbound permanent ramps.
- Construct temporary pavement and north half of eastbound frontage road.
Phase 3 Step 2
All lanes of traffic remain in the current configuration. The traffic on the eastbound temporary ramps is moved to newly striped temporary ramps at the permanent ramp locations.
- The four 10x10 box culverts under Voss road will be replaced at the beginning of this step. This will be a weekend operation. Traffic will be detoured and Voss Road will be completely closed. (See "detour layout Voss Road" sheet.) The existing culverts will be removed, the new culverts set to grade and backfilled, and temporary pavement installed in time for Voss traffic Monday morning.
- Install permanent pavement in place of the south side temporary ramps used in the previous phase.
- Install permanent pavement at the south half of the eastbound frontage road from STA 1846+69 to the east end of the project.
Phase 3 Step 3
All traffic will remain in the current configuration with the exception of the eastbound frontage road. The eastbound frontage road will be restricted to two lanes at the north side of the pavement from the beginning of the project to STA 1804+97. From there, the eastbound frontage road lanes will be in the permanent alignment to the east end of the project.
- Construct the south half of the eastbound frontage road from STA 1735+00 to STA 1750+48, from STA 1760+00 to STA 1791+80, and from STA 1797+19 to STA 1804+97.
Phase 4
Place barriers for eastbound and westbound HOV lanes and ramps to the Northwest Transit Center. Open general purpose mainlanes and frontage roads to full width. Construct toll road lanes and toll plaza.
