Traffic Control Plan (TCP)
To minimize inconvenience to the traveling public, the limits of each phase shall be followed.
The TCP is divided into phases and steps. See Traffic Control Plans for additional and specific details of phases, steps and sequencing.
The combined sequence of construction for CSJ 0271-17-127 and CSJ 0271-07-244 shall require the coordination of direct connector and mainlane traffic switches and closures as detailed in the traffic control plan.
SEQUENCE OF CONSTRUCTION AND PHASING (CSJ 0271-17-127):
PHASE 1 STEP 1
1. Strengthen IH 610 ML inside/outside shoulders.
2. Construct temporary ramps; Post Oak (SB exit) and Woodway (SB entrance).
3. InstaIl temporary CTMS, temporary drainage and proposed high mast light.
4. Begin IH 610 SB IH 10 overpass bridge bent construction.
5. Begin phased construction Connector “J/E” bridge
6. Construct NB IH 10 overpass temporary bridge widening.
7. Begin construction of sanitary sewer (partial), waterline (partial) and storm sewer laterals.
8. Construct SB Frtg. Rd. Buffalo Bayou Bridge (partial), hike and bike trail, SB frontage road (partial), and frontage road retaining walls (partial).
PHASE 1 STEP 2
1. Construct SB frontage road from Uptown Park Boulevard to south of Woodway.
2. Construct SB frontage road Buffalo Bayou Bridge.
3. Construct SB ML from north of Woodway to IH 10 overpass.
4. Construct temporary connector “F” and temporary Woodway exit ramp with blockout for Connector “G/F” to be opened in phase 2 step 1. (Match CSJ 0271-07-244 - PH 1 ST 1-3.)
5. Begin proposed 5’x3’ box culvert phased construction.
6. Demolish existing SB Post Oak bridge (one third) and begin construction of SB Post Oak bridge substructure.
7. Continue construction of IH 610 SB IH 10 overpass bridge bents (Match CSJ 0271-07-244 - PH 1 ST 1-3).
8. Construct IH 610 SB IH 10 overpass spans 1 and 2 (Match CSJ 0271-07-244 - PH 1 ST 1-3).
9. Continue phased construction Connector "J/E" bridge (MATCH CSJ 0271-07-244 - PH 1 ST 3-7).
PHASE 1 STEP 3-1
1. Continue SB frontage road construction.
2. Construct SB mainlanes from north of San Felipe to Buffalo Bayou and from south of Woodway to north of Woodway.
3. Continue IH 610 SB IH 10 overpass bridge bent construction.
4. Demolish IH 610 SB mainlane bridge (partial).
PHASE 1 STEP 3-2
1. Construct proposed San Felipe exit ramp and complete SB ML between S. project limit and south of Buffalo Bayou.
2. Construct proposed SB Post Oak exit ramp.
3. Continue construction of SB IH 10 overpass bridge bents (partial).
PHASE 1 STEP 4
1. Open permanent SB San Felipe exit ramp. Coordinate with adjacent project (CSJ 0271-17-126).
2. Construct temporary pavement transitions on IH 610 SB mainlanes south of Buffalo Bayou and north of Woodway for mainlane and temporary Post Oak exit ramp transitions.
3. Construct SB mainlanes from Buffalo Bayou to south of Woodway.
4. Continue construction of IH 610 SB IH 10 overpass bents (partial).
5. Demolish existing SB Post Oak bridge (middle third) and begin construction of SB Post Oak bridge substructure (middle).
PHASE 2 STEP 1
1. Open permanent SB ramp to Woodway
2. Open temporary Connector “F” & “G” to traffic (Match CSJ 0271-07-24 - PH 2 ST l-l).
3. Construct median section of mainlanes between S. Project limit and Buffalo Bayou.
4. Continue construction of IH 610 SB IH 10 overpass bridge bents and spans (partial).
PHASE 2 STEP 2
1. Construct NB mainlanes from beginning of project to north of Post Oak Boulevard.
2. Construct median section of mainlanes and bridge from Buffalo Bayou to north of Woodway.
3. Construct SB ML IH 10 overpass spans 1-3 (close SB Woodway exit ramp temporarily and refer to detour) and 10-12 (Connector “C”, span 3 beams must be placed prior to construction of spans 10-12, see CSJ 0271-07-244, PH 3, ST 1-2).
PHASE 2 STEP 3
1. Continue construction of sanitary sewer and waterline.
2. Construct median section of IH 610 mainlanes from north of Woodway to IH 10 overpass.
3. Continue proposed 5'x3' box culvert phased construction.
PHASE 3 STEP 1-1
1. Construct NB Woodway entrance ramp (partial).
2. Construct SB Woodway exit ramp “l-H” bents (partial).
3. Construct NB mainlanes from north of Woodway to IH-10 overpass and "D/I" connector (partial) (Match CSJ 0271-07-244 - PH 2 ST 4).
4. Demolish IH 610 existing IH 10 overpass bridge.
5. Construct NB IH 10 overpass bridge spans (partial).
6. Construct ramp "1-I" bridge bents (partial).
7. Begin phased construction of connector “C/H” bridge (Match CSJ 0271-07-244 - PH 3 ST 1-2).
8. Continue utility relocation.
PHASE 3 STEP 1-2
1. Begin NB Frontage Road pavement and bridge construction (partial).
2. Continue construction of ramp "1-I" NB Woodway entrance and ramp "1-J”.
3. Continue construction of IH 610 IH 10 overpass spans (partial) and connector “C/H” bridge (Match CSJ 0271-07-244 - PH 3 ST 1-2).
4. Construct IH 610 mainlanes from end of connector “C/H” bridge to north project limit (partial).
PHASE 3 STEP 2-1
1. Continue construction NB frontage road.
2. Construct "D/I" connector (partial).
3. Continue construction of ramp "1-I" NB Woodway entrance bents and slab & ramp “l-J”.
4. Continue construction of NB IH 610 mainlane bridge spans and bents (partial).
5. Continue construction of ramp "1-I" NB Woodway entrance bents and spans and ramp "1-H" SB Woodway exit ramp spans (partial).
6. Demolish existing IH 10 overpass SB footings (partial).
PHASE 3 STEP 2-2
1. Construct NB mainlanes from north of Post Oak to south of IH 10 overpass including Buffalo Bayou ML, Buffalo Bayou NB frontage road, Woodway and Memorial bridges.
2. Continue construction NB IH 10 overpass bridge spans (partial).
3. Complete construction ramp "1-I" NB Woodway entrance, "1-J” and "1-H" SB Woodway exit ramp.
4. Complete IH 610 NB frontage road.
PHASE 3 STEP 3
1. Complete Connector “D/I” and Connector “C/H” (Match CSJ 0271-07-244 -PH 3 ST 3).
2. Complete construction of IH 610 NB IH 10 overpass bridge spans and IH 610 mainlane pavement to the north project limit.
PHASE 3 STEP 4
1. Complete construction of NB mainlane block-out area north of Woodway.
PHASE 3 STEP 5
1. Install aII proposed pavement markings in final configuration.
2. Construct OSB foundations.
3. Construct median barrier.
4. Shift all IH 610 ML traffic to final configuration.
PHASE 4 - STEPS 1-6
1. Construct Memorial, Post Oak, and Woodway Intersections with IH 610 frontage roads.
